Test data requirements

This page gives the functional and non-functional requirements for the test data as a simple list of what the data should cover.
Some terms:
- background map: some vector mapping that can define the content, e.g. roads, rivers, coast, ....
- observations: the measurements obtained by a sensor at a given location.

Issues we think it is important the test data should address
- non-stationarity in space
- the presence of outliers, both real (caused by exceptional event) and artificial (caused by a system failure).
- differing error characteristics (which are known) on different sensors
- differing sensor functions for observing the same state variable
- network heterogeneity
- change of observation support
